In response to your kind query, number 6/1607 dated 9/3/1413H about your desire to know about the possibility to give zakah (obligatory charity) for the famine-stricken people in Somalia:

I would like to inform that there is nothing which should stop you from giving zakah to the needy among them, since they are by and large Muslims, and those among them who are non-Muslims, then the Zakah can still be given to them in order to soften their hearts for Islam.”

May Allah have Mercy on their condition, unite them on good things, correct their leaders and double the award for the Custodian of the Two Holy Mosques and your highness.
