There are three methods by which a tattoo can be placed at the damaged part of the eyebrow:

1.    By pricking the skin with a needle and letting the blood flow out, then filling the place with kohl, dye or pigment which matches the color of eyebrows.

2.    By using chemical substances and doing surgical operations to change the color of this damaged part.

3.    Temporary tattoo, i.e. placing a stick-on material which resembles the conventional (permanent) tattoo, but it is external to the body, not internal.

The first two methods are forbidden and prohibited according to the authentic reports from the Prophet (peace be upon him), while the third method is more like coloring with henna and dye, and is not like the tattooing which is forbidden. This third type is permissible, subject to some conditions.

If the tattoo is employed to remove a defect which occurred due to burning, accident or disease, then apparently it is permissible to use it.

Imam Ahmed (1123) and Imam Al-Nasa’ii (5104) narrated that the Prophet (peace be upon him) cursed the lady who practices tattooing and the one who gets herself tattooed, except if it is done due to a disease.

Based on this, it is permissible to use tattoo – permanent or temporary – to remove the defect in the part where the eyebrow is missing, and coloring that part with a color that matches that of the eyebrow.

However, this permissibility is subject to the condition that the material used for tattooing should not cause harm to the patient. Many doctors have warned against using chemical substances in tattoos etc., since they may cause skin diseases.
