Allah said: “Lawful to you is (the pursuit of) watergame and its use for food – for the benefit of yourselves and those who travel.” [Surah Al-Maidah 5:96]

Imam Al-Bukhari (may Allah be pleased with him) said in his Sahih [5/2091]: “’Umar Bin Al-Khattab (may Allah be pleased with him) said, “Its game is what is hunted (from the sea).” Abu Bakr Al-Siddiq (may Allah be pleased with him) said, “(The fish) that floats (on the surface of water after being dead) is lawful (to eat).” Ibn ‘Abbas said “Its food (i.e. seafood) is what its dead (animals), except that which becomes foul (due to decay). The Jews do not eat those sea animals which do not have scales (e.g. eel, catfish etc.), but we eat them.” Shuraih, the Companion of the Prophet (peace be upon him) said, “Everything in the sea is (as if as it is) slaughtered (i.e. legal to eat).” ”
